They are made out of high-strength tool steel that will resist wear—and wear is exactly why you would want to replace one of these when you're working on the ignition. As the ears of this gear wear down, there's more slop in the connection between the distributor shaft (and rotor) and the distributor drive shaft gear (as well as the crankshaft itself).  This will cause the timing of the motor to waver from where it should be throughout the rev range.
